It is the intent of the owner to restrict the speed of the development of this property by careful planning leading to a deliberate build-out over a period of time as much as ten to twenty years or more. The owner’s intention is to bring the following goals into the process:
- Develop at a moderately slow pace to allow for the infrastructure in the surrounding area to mature along with the growth of the PD.
- Follow the input and wishes of the neighboring community as brought out in the Scuffletown Road Area Study carried out by the planning commission’s staff.
- Carefully select commercial, recreational and public entities for the town center to provide needed services in a timely manner to reduce impact on the existing infrastructure.
- Green areas will be designated along a greenway throughout the property in such a way as to connect the neighborhoods and commercial areas to encourage walking and biking and potential use of Segway people movers. During the first phase of development greenways will likely be restricted to use by the property owners within the development, with thought given to turning over control and maintenance to the County Parks and Recreation group at some point in the future for incorporation in the county-wide greenway.
- The fifty acre lake will be restricted to use by the property owners during the early development phase, with careful regulations as to the type of water craft allowed. Canoes, kayaks, and electric motor driven dinghies may be allowed on the large pond while only canoes, and/or kayaks may be allowed on the smaller ponds.
- Close communication with the Greenville County Planning staff will be sought for every point in the decision making process as the build out proceeds.
