Summary Statement and Vision

The proposed plan for development of the Harper property, Ottaray, is that of a conservation-oriented “green” development that will consist predominantly of singlefamily residences clustered in such a way as to leave large areas of undeveloped natural areas and open spaces throughout the entire tract. As a mixed-use community, there is a proposed town center, potential future community services areas, multi-family residences, recreational spaces, retail/office spaces, work/live units, and a future retirement and assisted living community. The centrally located fifty acre lake will be surrounded by a natural buffer connecting to a nature corridor extending through the development, following the Long Branch tributary feeding Gilder Creek.

Two golf courses current exist nearby, Carolina Springs and Fox Run. Since both are less than half a mile from the property, negotiations are underway to avail Ottaray residents special privileges at these two facilities in lieu of building an additional golf course within the development.

A new public elementary school (Rudolph Gordon ES) and an adjoining middle school (not yet named) are both planned for construction on property bordering Ottaray on the corner of Scuffletown Road and Jones Mill Road. In keeping with the “conservation development” concept walking trails will be provided throughout the development that will facilitate having school children safely walk or bike to school.

A new church, Palmetto Hills Presbyterian Church, has already purchased land on one corner of the development. They are currently working on the design of a campus with an impressive new sanctuary which will house a donated pipe organ worth over a million dollars, as well as other recreational and educational buildings.

Discussions have begun with representatives of a Charter School who have expressed an interest in locating a new facility on or near the property.

The goal of Ottaray is to provide its residents with a world-class neighborhood community that will serve as a premier example of a sustainable green development with architecture, construction, amenities, and all other features contributing to superior quality of life.
